ICM were commissioned by the Guardian to carry out a poll exploring public support for a statutory public inquiry into the UK’s handling of the pandemic.
Key findings include:
- Public support for an inquiry is twice as high as opposition, with 47% in support and 18% in opposition.
- Among those in support of an inquiry, the top priority was an investigation into the government’s preparedness for a pandemic.
- The next highest priorities among those wanting an inquiry is how the UK controlled the movement of people through its borders and the timing and strategy of lockdowns.

ICM Unlimited interviewed a representative sample of 2,067 UK adults aged 18+ via online survey between 12-15 March 2021. Results have been weighted to the profile of 18+ population in the UK.
